A sleek shape appears out of the water as if from nothing. Like some strange merging of a fox and a fish, it stares at you as if waiting for something.

When exposed to a water stone an Eevee becomes a Vaporeon. The Eevee’s body becomes translucent and its structure becomes almost identical to that of water. It grows fins similar to merfolk that allow it to swim through the water with great skill. Further, it gains a magical connection to the waves, allowing it to predict the weather, and to shepherd the waters as a boy might a flock of sheep.

Combat

Vaporeon rely on stealth to avoid most conflict, when conflict is inevitable they attack all out with their ice powers in an attempt to break through and escape.

Spell-like Abilities (Sp): At will: create water, cure minor wounds, ray of frost. 3/day: control water. 2/day: blur, camouflage[1], endure elements, filter[2], fog cloud, ice burst[2], ice knife[1], obscuring mist, weather eye[3]. 1/week: cloak of the sea[4]. Cast as a sorcerer of a caster level equal to its hit dice.

The sample Vaporeon has a save DC of 15 + spell level for its spell-like abilities, and a caster level of 7.

Adaptive (Ex): A Vaporeon is capable of supporting itself in any physical environment. It does not have to breathe, eat, or drink, and is immune to any poison. Vaporeon are never exhausted, do not sleep, and are not severely impacted by high or low temperatures.

Always in Fashion (Ex): A Vaporeon naturally attunes itself to any plane it is on, or any magical effect it is exposed to. A Vaporeon constantly benefits from an attune form[5] effect. In addition, a Vaporeon has spell resistance equal to 10 plus its hit dice.

Skills: Vaporeon learn quickly, and gain a +2 racial bonus on any skill in which they have at least 4 ranks. In addition, Vaporeon are essentially made out of water, and gain a +4 bonus to Swim and Hide checks.
