You convert some of your psychic potential into arcane energy, allowing you to cast spells as if you were a wizard. When manifesting this power you study a spellbook for 15 minutes. After spending the 17 PP to manifest this power you may spend additional PP to memorize any arcane spell up to 7th level. A 1st level spell costs 1 PP, and the cost goes up by 2 PP for each spell level afterward (up to a maximum of 13 PP for a 7th level spell). As you are spending the power points over the course of 15 minutes of study, you are not limited by your manifester level on how many spells you can learn this way. Indeed, you may choose to convert all your available power points into prepared arcane spells if you wish. For example, you can manifest this power (17 PP), prepare magic missile (1 PP), invisibility (3 PP), three web spells (9 PP) and limited wish (13 PP) for a grand total of 43 PP spent.
